Teri Martin founded LPA, a consulting enterprise specializing in strategic planning, policy analysis and program evaluation, in 1984. Her clients have included public agencies at the city, county, state and federal level; private foundations and non-profits; and state and national professional organizations. She has provided planning, policy analysis and needs assessment services for many national organizations, including the Office of Juvenile Justice and Delinquency Prevention, the National Institute of Corrections, the National Council of Juvenile and Family Court Judges, the National Center for Juvenile Justice, the International Association of Chiefs of Police, the Annie E. Casey Foundation the Center for Effective Public Policy and the Justice Management Institute.
As project manager for numerous juvenile and criminal justice planning and research projects, Teri has conducted strengths and needs assessments, mapped decision-making processes, provided correctional population projections and resource needs forecasts, and developed performance measures and measurement systems. She has designed and used a variety of quantitative and qualitative information collection approaches, including surveys, structured interviews, focus groups, stakeholder input workshops and citizen forums. Her work with public sector agencies helps them to develop creative change strategies that achieve measurable and sustainable results.
A skilled group process facilitator, Teri is appreciated for her ability to assist diverse groups to reach across agency and professional boundaries to find common ground. She has facilitated the collaboration of many local, state and national multidisciplinary teams in setting goals, establishing performance measurement systems, and informing and engaging citizens and clients. She has also provided training for justice system and human services professionals in gender-responsive programming, logic modeling and evidence-based practices for justice agencies and school systems.
An accomplished writer and statistical analyst, Teri is able to translate the results of her analyses and clients' decisions into reports and presentation materials useful to a wide range of professional and citizen audiences. She is the author of numerous published reports, articles, curricula and book chapters on a wide range of public policy topics.
Teri received her A.B. magna cum laude from Radcliffe College, Harvard University, and her Ph.D. in Public Policy Analysis from the University of Illinois. She has served her community as member and Chair of the Washington County OR Commission on Children and Families and of the County's Public Safety Coordinating Council. She has been a member of the Oregon Program Evaluators Network since its founding in 1997.
